Hey Max, welcome! How annoying, You shouldn't have to put fuel in the carbs normally. Another thing to check is the age/condition of the plugs. Mine wouldn't start recently and I replaced all the plugs and it was like new again. You can tell if the plugs are going as it will/may start eventually...
Sorry, I should have been more explicit, I was thinking of a perished/damaged filler neck. I was chatting to an owner a few weeks ago and they said they never fill their tank to the top as the filler neck leaked.
Welcome! The fuel smell could be from the filler neck esp. if you notice it more after you've filled up to the top. Mine smells a bit after I've driven it and let it stand for a bit, I assume this is the carbs (IDF40s) still full of fuel, it's not too bad and on my list, so could be the carb(s).

Im not too sure really, I'd assumed I'd have to rough it up a bit and I applied etch primer. So fingers crossed it stays painted. Actually only 2 of them were chromed the others were stainless.

My 69 bus is exactly the same, was a school minibus from SA, someone painted the top half white, I've kept it the same when I resprayed it. It had an original 1600 in when shipped over in 2011, the PO put a 1776 in, which is a good engine.
Maybe the flexible hose has collapsed internally, this may be the reason that the brake appears to be seized. Just renew them anyway, they're only about £10 each. This happened to one of my rear drums, easy fix.
