    By rights yes, as it's a structural support, but i'ts difficult for a MOT tester to get to it to see with the wheel still on and all the muck that they collect aswell as underseal etc etc, also if the brackets has rusted 9 time out of 10 the chassis where it is joined is gone too (like mine)...
