I will usually measure the angle of the spring plate when I first drop it out of the perch. I will then take off the spring plate and grab the outer splines with my hands and start to pull the torsion bar outward. Once it starts to move I put the spring plate back on on the same angle that I took it off. Now you can pull the inner splines out all of the way and make an adjustment on the inners.
