Sounds to me like it's either a relay contact problem or a poor connection to the supply of the fuses on the fusebox.The warning light comes on but theres too much resistance in the circuit to light the bulbs.
When does the sidelight fuse blow as you turn the lights on or as soon as you put the fuse in with everything off?
 
were the side lights blowing beacuse they were wired up in reverse?

if so mine was like this when i got it. however the fuses didn't blow until the relay gave up.

i think the relay was somehow redirecting the earth. and this was what caused the relay to burn out. once i fixed the sidelights and replaced the relay everything has been ok.
