Rust treatment

I have two metal bars which need some attention, the bottom horizontal bar on the inside of louvre windows and one on the roof rack.

I tried WD40 and fine wire wool, but it didn't make a difference to the rust. Anyone have any suggestions on what I can use? I don't want to paint over the bars after treatment.

Try the cheap option first and soak over night in Coca Cola.
