I had a similar issue,replaced starter, battery and alternator turns out all i needed to do was fit a relay next to the starter so the starter got a full wack from the battery and the igntion wire was just used to switch the realy.The wire has broken down over time so its wasn't giving the starter a full 12 V whack hence why it always jumped ok.
