It seems like an earthing problem based on doing the tests you describe. I can get the horn to sound with the one wire connected and earthing it. So will see if I can find the problem.

Ahh, I had 12v across the two wires to the horn. I will double check what you mention tomorrow.

This may be an old post, but my horn has stopped working. I checked and I'm getting 12volts accross it all the time when the ignition is on, but no horn noise? Could this be the horn is knackered? ->Adam
