realistically the fuel filter should be between the tank outlet and the fuel pump so crap can't get into the pump, also the fuel pressure is less there and so there's less chance of the fuel filter splitting - imagine the filter splitting inside the engine bay and dripping on the hot engine, it...

the picture you posted is of an upright type 1 engine which is possibly 1584cc or 1641cc i guess it may be 1776cc if it's been fettled - i'm not an expert on type 1's - but one thing for sure it's not a 1700.

idle jet is in the carb, air leaks could be a cause as said, did you check all hoses - not petrol ones air ones in and around the carb to the dissy etc?

if it was a fuel starvation problem it may be worse under load, it could be a blocked idle jet i guess? does the van have a choke fitted? does it run ok on choke if so? or is it something as daft as low tickover that needs adjusting? all these things plus timing need checking, what you say is...

and indeed many a rotten panel and window frame i'd guess! personally i wouldn't touch one but i suppose if you could buy it cheap enough and re fit or repair the front clip it would actually make more financial sense than buying a "normal" one as it would probably put most dubbers off so there...
