Well they're layers, so it's an epdm straw with two PA straws over it, with another epdm straw over all of that. The PA is just for strength- the rubber brake hoses between the master cylinder and wheels would blow up like a balloon without it I believe- certainly wouldn't want to test it. There's up to 2000PSI in the lines from your master cylinder to the wheels- hence the absence of compression fittings & hose clamps etc. They'd just blow off.
The low pressure hose from reservoir to master cylinder doesn't need it though as they're not under pressure- they just fill the master cylinder up- so straight EPDM hose is fine for that
