I've got some twin 40's that have been residing the the loft for a couple of years waiting for me to do something with them, they are jetted for a 1641 as in the van so I've always assumed that they would be a fairly straight forward fit, balance and run but recently someone told me that if carbs are stored for a while the seals are sure to have dried out and they'll both leak like a seive.

Is this true?

Not in my experience. Carb seals will dry if the car isnt used for a while yet it doesent leak then so why should it in this case?

Just give them a good clean and check everything moves freely then you should be good to go ;)
