Electric fuel pump fitting query

Bought a golf fuel pump relay (321 906 059 C) as recommended in other threads but mine came with a built in 15 amp fuse. In the cb rotary pump instructions in suggests that a 3 amp fuse should be used 'at the power connection'
Sorry for the numpty question but do i just replace the built in 15 amp fuse with a 3 amp one or put a seperate fuse in between the fuel pump and the relay(or somewhere else)?

The 15 amp fuse just pushes in the top of the relay so no hassle to remove it but not sure if the 3 amp fuse is needed as well as the 15 amp one in the relay.
 
what would the 15A fuse be protecting?

..a relay is a low current switching cct......it is generally controlled by a low current feed (thin wires) to switch a higher current feed (thicker wires).......saves space not having to run thick wires all over the place....
