Fixing plates and frames.

Hi all, received my states plates yesterday, I've got a set of USA frames to fit them in before fitting to the van, what's the best way and what do people use? Stainless nuts and bolts or self tapper into the bumper?

Or are there brackets of some sort that do a better job?

I did look at these , do you know the measurement between the two holes? I've already got four holes in the front bumper so don't want to drill anymore. Maybe il have to make something up.
