Handbrake efficiency

Had this on the last MOT so thought I'd have a go at sorting it, where to start, at the handle or wheels?
 
When I sorted mine I did it like this

Jacked the bus up onto axel stands
Put the handbrake on 2 clicks
Removed rear wheels and tightened the handbrake using the star adjuster
Left a tiny amount of drag on the rear drums with no clicks on the handbrake
With it fully applied there was no issues on the mot

Cheers Stu, perfect. I'll do it when I change my shocks if they arrive tomorrow.
 
I loosened the handbrake cables first, adjusted the brakes correctly, and then 5 clicks or so on the lever until the biting was the same, and then tweaked until correct with no binding. My bus likes to unwind it's wheel nuts if the drum is too hot, and it will get hot if it's binding, or slightly out of true, ovaled. I have a pair of brand new rear drums and backplates, and new wheel nuts waiting to fit
