Mexican Sticker info?

Got this sticker in the rear window of my 68 cali import.
I think its something to do with a district of Mexico that maybe the camper visited at some point.
anybody got an idea?

Tijuana border crossing most likely. i recall getting something like that one when crossing into Nogales on the Arizona border.

Juan would be your best bet to decipher it, i think he lives between Tijuana/San Deigo.
