can any one shed any light on it, it's fixed behind the passenger seat (left hand drive)

I have a bracket to hold the jack under the seat, you can just see the jack in the pic???

in that case, i am not sure!!!!!! had one on my van,but snapped it off while working on passenger side arch!!!!! is it to do with the seat??? thought mine held my jack??
