Steering column base plate thing question

Question , I'm looking to remove the black plate the bolts to cab floor and steering column sits in.
I undone the bolts but its as stiff as a mofo , the split plastic bush is still in place - should the plate just slide up the outer column or am I missing something?

Any input appreciated

It does slide off, but off the other end. Floor end. Of course you'll then need to remove the other stuff down there too. Don't break the plastic ring. You can't buy them anymore!
