Bumper attachment question

I've overhauled the bumper on the front of my van and am about to put it back on, but there are no holes for the side steps to screw back onto. These were just dangling from the front section of bumper before. Can i just drill and tap the holes where they go or is there some kind of insert needed?
 
i think there should be a threaded block behind the step, On my old bus i drilled a hole and then welded in an m8 nut.

Think it might be too thin just to use a self taper type screw.
 
There should be a pair of captive nuts in the bottom of the cab steps, but you'll have to weld a nut in if these are missing.
A screw type fixing won't be strong enough to support the bumper step.
 
Just (creationblue) has recently used rivnuts.
