Seat belt mounts - do I need to weld?

I have been researching how to sort the seat belt mounts in the rear of the bus. All the factory mounts are in place with the exception of the wheel arch ones which were replaced with a blank plate as they were rusted out.

I have seen spreader plates with a nut welded on on ebay and my question is this: If I drill the correct size bolt hole in the wheel arch, put the spreader plate behind and bolt everything up will this be safe? I have been looking on kit car websites and this seems to be a done thing.

Thats what I have done, apart from welding it onto the arch too.
 
Cool, and my piss-poor welding can be hidden by underseal!
