fog light install head scratch

anybody have an 72-down accessories catalogue? i'm curious how vw expected early bay buses to have fog lights on top of the front bumper and not have them get smashed. are overriders the simple answer here? i got a set of lights, switch and relay - then i looked at the situation and said wait a minute to myself..

I'd like to know the answer to this, I have a VW fog lamp that claims to be for a pre '72 bay and the darn thing is too big for the top of the bumper.
