front end leaning to one side

What are the most likely causes for a bus to lean to one side at the front? There is probably about 3-4 inch difference (There are no shocks attatched to the front end)

The PO has dropped the front end but I don't know if its got adjusters or dropped spindles.

The torsion leaves usually take a bit of a sag on the drivers side due there always being a driver in it. However 3-4 inches sounds a bit much, maybe the leaves have snapped?

It's on the passenger side so sounds like they may have snapped then

Have a look on the beam the grub screw on an adjuster if fitted may be gone and its moved under the weight....plus get some shocks on there.....
