Front wheel arch repair

So ill try and explain without pics at the min.

Going to be welding in New front archs on my 70. Can't seem to find any decent pics of this replacement online. Does the entirety of the new wheel arch panel edge go under the cab floor/seat base panel or on top.
To be honest when I offer it up at the moment it appears to look/fit better with the lower step edge going over the existing panel with the seat base end going under.

Does this make sense. If anyone has pics of these repairs or provide link for reference it would be appreciated.

The wheel tub that the seat sits on has a lipped edge and the wheel arch or dog leg sits underneath this panel ..

Not got a pic at moment but hope that helps.
