Which way are the screws meant to face. Noticed my drain hole was at the top on one. But all the Ones I have don't seem to make a symmetrical pair.

Going by the markings on the lens (which I can just about make out through the dirt) you've got the whole unit upside down, hence the drain hole appears to you to be on the top in your first photo.
Bottom picture also upside down.

Middle pic both have drain hole at the bottom but the screw holes are odd. I have about 5 of them and non make a matching pair. I have 2 with the drain holes on opposite sides when the screws match up

When I got a new headlamp unit I had to adjust the glass by a quarter turn. I see the screws as two adjusters and one fixer, probably technically the wrong words!

You must be right from the amount I have and there's no matching pair. Just annoying when they are odd
