'Holeless' Pedal Pan

Apologies if this is a stupid question but I've got a Pedal Pan and there's no hole in it.

I'm confused as I thought there should be one.

Are they originally 'holeless' and then modified later when fitted?

Early ones have holes later ones dont, don't know what year they change mines a 71 and no hole

My 70 has a hole if that helps
