I'm an admin on a PHPBB board, we did something similar, posted a sticky warning that all accounts with 1 or less posts would be deleted... makes the job alot easier!
You can also prevent spam bots from signing up, without having to manually allow members (cloggs email inbox) by using an add on called 'textual confirmation' which adds a question of your choice to the registration form.. stops the dumb spam bots from signing up.. i think it was from here http://bbantispam.com/tc/
