Unfortunately I took a pic of the m plate and cant decode the 3 or 5 I think its a 5, the type 2 m plate decoder website puts the van at 28/3/69 is that wrong?

No, seems right. The scheduled production date code was changed from 17th March 1969 (chassis no. 21915000) from day and month to production week and day.
So yours was produced on the 5th day of the 13th week of annual production. Week started on Monday 24th March, so the 5th day is Friday 28th March 1969.

The paint and interior codes are 523907, which is a special paint job code (Sonderlackierungen) for a Pearl White (L87) Westfalia.
