pipe in fuel filler compartment

i have a 1969 van, in the compartment where you fill the fuel up, on the left hand side i have a small pipe, is this meant to have a bung in it?
the reason i ask is , when i drove the bus the other day i noticed fuel down the side of the van , i thought maybe i had not put the cap on tight enough, when i opened the flap , the compartment was full of fuel and the cap was on correctly. the only place the fuel could of come from was this small pipe.
any advice gratefully recieved

I think the small pipe is a breather pipe. You seals may have gone on your fuel cap causing the leak
 
Or if you had brim filled the tank and then gone round a corner at speed it will overflow out of this breather causing the issue you found.


Its should never be plugged, sounds to me like it is working as it should,

I never brim fill my van, I always just stop after the first click as it were.
