Rear brakes

I changed over my early bay for late bay stud pattern and replaced all the rear brake system all new parts
The problem I have is I have tensioned up the cables but still can't lock the handbrake off
Doesn't anyone have any ideas

Have you checked you have the right handbrake divider bars

No but I will once I've recovered from the cider farm
