Timing / Idling problems

Attempted to set up timing today with a strobe light but if i set the timing to 5ATDC then the bus (1970 1600 TP) wont tick over.
Stripped and rebuilt the carb (solex 34 pict 3) but still not idleing, runs on full revs, even runs with timing mark approx 30-45 degrees anti-clockwise of TDC although the fumes are over powering
Any ideas?

how do i check if the dizzy is a centrifugal / mechanical type and what are the timing setings for these?
 
Have set it statically and it runs but doesn;t sound right thats why we tried to dynamically set it.
After playing around for about 4 hours last night (in the dark with a garden gazebo over the back to keep the rain off) we just set it up so that it runs, but the exhaust fumes aer overwhelming.
Gonna buy another timing light today and try again
 
Just thought i'd update everyone.
Bought a new (2nd hand) carb, as even after refurbing mine it still wouldn't idle, so i bolted the new carb on and with my new timing light set the timing to about 7*BTDC (was talking to Kingfisher kustoms and they always set up engines to 7.5*BTDC regardless whether Single or Double action dizzy) still wouldn't idle so reset carb adjustments screws (small screw fully in then 2 1/2 turns out, big screw fully in then about hte same out) engine now runs. rechecked timing still ok so i adjusted big screww until the engine sounded good (roughly 900 RPM).
Engine now idles happily.
Success at last.
