Vacuum washer problems

I am having problems in getting the vacuum washers to work in a late 73 i just got, Some previous owner has ripped out the hoses which i just replaced but when i put water in the tank and i connect it to a airline to pump it up the water goes up the pipes and goes straight back to the bottle again, Do i have a leak/pipes connected round wrong way on dash switch on column or is it supposed to have a one way valve somewhere to stop the water draining back to the tank. I would prefer to keep this rather than electric as i'm trying to keep it original

There should be a non-return valve fitted.

I guess thats on the main hose to the dash connector from the tank?, Also which one of the 2 connectors goes direct to the jets? (Upper or lower)
