windsreen resevoir pipe?!?!

went to fill up my windscreen wash and found a pipe on floor- end looks like an inner tube, cap on the other - what is this and where is I from?!!!!!!!?

It fits on the reservoir just behind the cap and is used to pressurise the system once you've filled it.
