Is there supposed to be a spring under the pedal?

Ahhh, so this suggests that early bays didn't have the spring (aside: I find the VWH mobile site quite lacking!).

Damn, I thought that if I were missing it it would explain my pedal return issues - guess it is cable snag after all!

Based on the pictures there, it looks like the pedal pen is just an interference fit, so I should just be able to tap it out to replace?

Yes that is what an early would have used but the later type can also be fitted.

And yes the pin can be tapped out
