I think the front of my bus sits higher than the rear and want to wind my CE adjusters down a bit. The bus is lowered by a 2 spline turn at the rear.

My question is, how do I adjust my adjusters?

And also, as I am running standard balljoints and shocks how much lower can I go without putting excessive stress on these parts?

I am running 195/50/15"s on the front, currently the distance from floor to bottom lip of the wheel arch is 60cm. There is 5cm of clearance between the top of the tyre and the arch so I couldn't go more than a couple of inches max. anyhow.

I think you have probably answered your own question there 5cm = 2 inches (roughly) so if you lower the front 2 inches you will have no clearance between your tyre and arch & no room for suspension travel. What about raising the rear slightly (back up 1 inner spline???) ?
 
I was thinking maybe just an extra inch should do the trick.

What I really need to know is what's the procedure for adjusting them?

(and will going lower put a strain on the balljoints or shocks?)
