It is called a throttle positioner, and in 1971 came in two parts. One was the main body installed on the left side of the decklid opening, and the diaphragm was installed behind the carburetor on a bracket that sandwiched between the carburetor and the intake manifold. Its purpose was to slow down the closing of the throttle when releasing the accelerator pedal, for the sole purpose of preventing a spike in tailpipe emissions from the sudden spike of manifold vacuum. The Bentley Manual describes the setup and adjustment procedure.
Are you running the original carb set-up also?

wo dropgates thats a winner...just looked it up in the bentley. A throttle positioner - what a mad device. The original carb is long gone before I got the van and the cheap carb that was on there now has been replaced by dual webers.

I think I might leave this bolted in as a feature - it been there for 37 years so its earned its right. Cheers everyone for your help - I would much rather it had been a flux capacitor!

Have one on my 1970 westy with the bit under the carb and the two pipes but the little link piece is missing that goes from the throttle arm to the diaphram body so i removed it but when i find a replacement i will refit it.

I believe I have this piece you are referring to in my garage.

PM me if interested...hopefully it won't cost $1000 to ship from the States with these new shipping prices  .
