Did the officer inform you what YOUR rights were? and what action would/could be taken against you? and also what evidence they need to gather other than your neighbours say-so?
My ex neighbour was a total c*** as well, rowing with his drunken missus at 4am and storming out with all tyres blazing, screaming and swearing at his ten year old (we were tempted to call the social and genuinely concerned for her, but she always seemed ok and happy around the house).
Some Neighbours can be dicks and will pick a fight just for the sake of it. I would ignore him. He was scared to talk/confront you as this would be the sensible thing to do and sort it out between yourselves, instead he went straight to the Environ. Health so that shows his character.
If it were me it wouldnt put me off working on the van. I'm quite lucky now as my new neighbour is hard of hearing.
