I've actually been toying with this idea for my Westy as it makes so much better use of space. I don't see why, with a bit of thought, the backrest couldn't do the job of the bulkhead if it were beefed up a bit and designed to lock into brackets on the B pillars. The biggest issue is making it in a way it maintains rigidity whilst remaining comfortable for the driver. TBH, looking at my walk through bulkheads right now, I seriously doubt they would be a huge benefit in a big side impact. I'm certainly not pinning my faith on them anyway
