Fuel Cap breather pipe

Might be a stupid question but found this old fuel cap in my father in laws garage and not seen one like it before, looks like it may been modified at some point unless some one can tell me different.
Tried it and it fits my bus a treat, even the seal is still in good nick but a pipe with no valve in it :roll:
Anyone any ideas.

The only time I have ever used a fuel cap with a vent was on my Formual TKM kart this, they have one because they have no other breather system meaning the tank would become pressurised without it.

I think your fuel would just evaporate and make you bus smell if you used it as it is.

Looks like a modification to me
There shouldn't be any need for that.
