Handbrake adjustment

Tried to adjust the brakes after fitting new whell cylinders.

Brakes were adjusted just untill the brakes bite then wound back a wee bit.

Problem is that i cant get the handbrake to adjust properly, n/s works fine o/s dont want to play much. Have adjusted the Hbrake at the front of the van on the two nuts on the cables.

That should work, are the cables moving freely? Is there any movement at the pads?
Could the cable be broken or over stretched?

Im thinking the same, streched there is some movment at the shoe end, got more door seals coming in from status vw ( when they get them back into stock), so will get a pair of handbrake cables at the same time.
