new panel indicator fixing - how?

just welded the front lower panel on my panel van - all in primer ready to paint and just realised i dont have the 'fixing arms' (that take the srews from indicator housing) fixed.....
I imagine this is a common problem when replacing this panel and wonder how others have got round this>>??

I've seen people remove the ones from the old panel or if they are no good making some up out of steel and welding those in
