Was the steering box centred when you fit the tie rods?

I've never done this on a bus, only beetles - turn the steering wheel to one lock and while counting revolutions back to the other lock, then count back halfway.
Re-fit the rods with the road wheels pointing dead ahead.

If you disconnect the relay lever from the steering box and as Joval said rotate lock to lock then return to centre and refit relay lever

(remember to initially count to the first lock when you dis it then do the lock to lock count that will let you know if it was originally off centre and if theres another problem going on)
