Yup It's a dobbydabber for your water tank. Was tempted to get one myself, but I've gone for a pump action job that I'm going to attach a duck caller to. Think about it... Doing the washing up from your last meal and suddenly... Ducks everywhere. Next meal is on the house.

Could this kind of thing be used in the windscreen washer system? Hmm...

I guess it could, yes- but there'd be a fair bit of trial and error with jet sizes since the flow rate from that will be wildly different than a standard windscreen washer pump. Plus you'd have to take the fluid from a non-standard tank... Only for emergencies IMO ;-)

I'm thinking of getting one and as long as you install below the tank
so there is constant water supply it's a cheap option and you don't
have to worry about the hose size and jet size change.
