Evening people may sound dumb! Checking valves today started on no. 1 valve the intake valve seems to stay closed rocker lined up exhaust valve fine any ideas 1 st timer!

Does it move at all if you turn the crank two revolutions?

You need to turn the crank pulley to the right position before adjusting the valves.
