What are these bits for?

On my '72 crossover the chassis rails at the rear have long studs (about 2"-3" )which point downwards just aft of the engine rear support bar, mine are rotting away. Are they required for anything as at the minute they seem to be serving no purpose?

Bumper mounts by any chance,they should be bolts but the PO could have put studs in

I've just had a closer look and I think you are right, it such a rotten badly patched up mess on the end of rails that it is hard to make out what should be there.
