Just done this, different methods but I did
Remove sender, pipes etc
Fill with couple litres petrol and some nuts, leave for day or two to soften the varnish on the bottom of the tank then shake like f00k, drain
Wash out with water a few times
Fill with either 2-3 litres of brake cleaner or POR15 Industrial cleaner, shake and leave for few days
Drain/Wash
Fill with POR15 metal etch or phosphoric acid (rust killer) and wash out, don't let it dry. (30mins), you only need to do this if you intend to use a sealer like below (but its nice to do away with the rust as well)
Leave to dry or use heatgun
Coat inside of tank with POR15 tank sealer, leave for few days, done!
You can get away with the first 2 steps but I wanted it done right, plus once sealed it fills any pinholes and stops the rust for a long time (the kind you get from leaving the tank half full over the winter)

Outside, mines ok. Id just say paint then cover in petrol resistant lacquer?
