Beetle fuel gauge question

Just bought a 1300 beetle and the fuel gauge is not working.

Where should I look first and how do I check?

is it eletrical or mecanical ,eleky one in speedo ,earth wire going to gauge sender in tank.see if gauge goes to full is so sender faulty,if not check wiering to gauge,mecanical check cable not siezed .
