Fitting rear lap seatbelts to 71 converted panel van £600 ??

Hi all, can anyone advise me how to best fit rear lapbelts to a 1971 converted panel bus ... I have been to a VW specialist and they have quoted £600 which I think is very high, they have said that you need to remove engine and fuel tank to weld the required metal pieces into place. Is there any cheaper way of doing this ?? I don"t want to compromise on safety in any way so if this is right then okay but £600 sounds a lot to me ?
 
Mate it's simple you don't need welding you just bolt thru the floor/bulkhead using spreader plates that are available from where ever you buy your seatbelts. It's common practice to do this and costs very little apart from a few hours of your time

fitted my lap belts today, converted panel van as well, took a couple of hours and needed the missus to help a couple of times but all looks good, needed rear wheel off and a bit of a stretch to get the middle bolt but not too bad, the old man was a bike builder so had all the kit and parts to do it, definitely a job you can do yourself
