The metal rod the exits the top of the fuel tank where does this go to?, on later models 71+ it seems to vent back into the fuel tank via the metal filler neck.

I also have a charcoal cannister being a U.S import how doe s this come into play?

Dont know the details of each model but in principle I think the two tank vents are to cope with parking on a incline, they combine and then go to the carbon cannister, so tank fumes must pass through the carbon, when the engine runs, air from the fan housing flows to the cannister through second cannister connection, and then out through third cannister connection to the air cleaner and into the engine. The tank vents on mine went up high where the engine bay air inlets are then back down into the engine bay before combining, presume to try and condense fuel vapour and let it run back to tank.
