fitting a stinger ignition and have been told that it need to have ballast resistor .

I am not familiar with those ignition systems, I believe it's an old school gene berg unit?

yeh the whole engine has gene berg all over it 42 dcnf berg specials ,42mm inlet manifold oil pump ,even think the rockers are too
