Fuel pipe from the tank.
If you don`t need to weld stuff up and can put a grommet instead, then that`s what I`d do for two main reasons. If you weld it up and need it later on in the day for a little something else then you have made extra work 
And the more welding you do, the more chance you got of rust coming in places where you never had it before, so try and keep the welding to a minimum especially if you ain`t sure when it`ll get painted or if you can get to both sides to paint etc etc :mrgreen:

HE SAID LH the one on the right is the fuel pipe hole ,left is for cable to starter? on some models.air con pipe holes then,ideal for oil cooler pipes use grommets.
