Our modern car (Ford focus) doesn't have cancelling indicators any more (think something broke) and its never failed an MOT because of it. No, it isn't. Indicators not self canceling are not in any way a part of the MOT test, as long as the switch does not cancel when it isn't meant to it will be fine.
