Engine (1600tp standard) has been starting first time by depressing the accelerator pedal to the floor and releasing it slowly to engage the choke then turning the key. This is from cold by the way. This is the method VW recommend. Now however it wont start easily by using this method. could it be that the plugs need cleaning/changing. Its recently had new leads, points and distributor and the battery seems strong. Any advice gratefully received. Also has "overrun" a few times when switching off.
 
Overun could be a sign of a few things, check for any inlet air leaks, cheating way of cvhecking is to have a spray with wd40 or carb cleaner on all the joints whane the engine is running and if the pitch note of the engine chnages you know it's just sucked in some wd40 ;)

BE CAREFUL though do not drench it as you are spraying a flamable liquid on your engine,

Also check the timing, another common cause of over run.
 
Has it been like this since the new parts were fitted?
As said over run is a carb/intake issue.

The electric solenoid cut off valve on the carb is there to stop run on. Maybe it's not working?

If the cut off valve is working then the carb is not set correctly in that the throttle butterfly is not closing sufficiently. This can be down to adjustment or sticking throttle or cable.
